    GENERAL PURPOSE
    Performs a variety of professional, administrative, and managerial duties related to planning, directing, organizing, and controlling the operations of the City’s parks and recreation department, cemetery, recreation complex and aquatic center.

    SUPERVISION EXERCISED
    Works under the broad policy guidance and direction of the City Manager.

    SUPERVISION EXERCISED
    Provides general supervision to department staff including supervisors, park laborers, secretaries, clerks and part-time employees.

    ESSENTIAL FUNCTIONS
    Manages the day-to-day operations of the parks, recreation, recreation complex and aquatic center; determines work priorities; develops guidelines and deadlines, directs supervisory personnel and delegates assignments; reviews performance and makes decisions affecting job retention, advancement, and discipline; initiates and participates in the recruitment and selection of department staff; develops and conducts staff training.

    Provides technical insight and recommendations related to parks and recreation policies, goals, and objectives; receives directives, formulates implementation options and strategies, directs and conducts research, converts strategies to action plans with timetables and deadlines; allocates personnel and resources as needed to accomplish elected projects and programs.

    Prepares and submits budgets; monitors fiscal activity to assure conformity with established budget constraints; acquires alternative funding through state and federal grants;  administers grants;  generates revenues through self-funding programs;  coordinates and supervises purchases, expenditures, and supplies throughout the year.

    Prepares and presents comprehensive plans for the improvement and expansion of parks, recreational facilities, swimming facilities, and activities; plans, organizes and supervises year-round recreation program(s); performs on-going evaluation as needed to assure success of programs and quality of staff performance; develops program variations to address varied and multiple community interests; and establishes and implements policies.

    Directs and performs program marketing and advertising; utilizes various media vehicles to reach all segments of the public and educate in recreation programs; performs general public relations as needed to address concerns and interests of the public; addresses various groups and clubs to solicit time and financial assistance for special programs.

    Reviews complaints, problems and concerns expressed by the public; analyzes circumstances and issues and develops alternative solutions; initiates action to create change as needed.

    Performs as a certified swimming pool operator; oversees the maintenance of the parks, recreation complex and aquatic center; assures compliance with sanitation requirements and standards established by state and federal agencies; monitors water chemical balance; assures timely repair of defective equipment. 

    Maintains records of all income and expenditure items for each division; develops reports as needed to apprise City Manager and City Council of department status and accomplishments.

    Performs related duties as required.

     

    MINIMUM QUALIFICATIONS

    1.  Education and Experience:

    1. Graduation form college with a bachelor’s degree in park management, recreation management (preferably from an NRPA accredited university), public administration or a closely related field.            AND
    2.  Eight (8) years of progressively responsible experience performing above or related duties; five (5) years of which must have been in a supervisory capacity.

               OR
             3. An equivalent combination of education or experience.

    2. Knowledge, Skills, and Abilities:

    Thorough knowledge of the methods and techniques of developing and operating city parks; recreation and community education programs; horticulture; pesticides and fertilizers; principles of supervision; fiscal management and budget development; various recreation activities which target all segments of the community from youth to senior citizen; general office maintenance and practices; business and technical writing; interpersonal communication skills; public relations; sanitation guidelines and standards for swimming pool operation, first aid, CPR.  Considerable knowledge of principles of management, supervision, and employee motivation.

    Ability to administer a large work program; analyze a variety of financial problems and make recommendations; operate personal computer (DOS) in utilizing various programs to produce or compose formal documents, reports, and record; prepare and present budget estimates; direct, motivate, develop, and evaluate subordinates; communicate effectively verbally and in writing; develop effective working relationships with supervisors, fellow employees, and the public.

    3. Work Environment:

    Incumbent of the position performs in a typical office setting with appropriate climate controls. Tasks require variety of physical activities, not generally involving muscular strain.  Periodic walking, standing, stooping, sitting, reaching, required in normal course of performing essential duties.  Talking, hearing and seeing valuable to effective performance of the job.  Common eye, hand, finger dexterity required for most essential function.  Mental application utilizes memory for details, verbal instructions, emotional stability, discriminating thinking and creative problem solving.
