On the proposed improvements to 5600 South (3500 West to I-15)

UDOT Project No. S-I15-8(159)338

The Utah Department of Transportation (UDOT) is preparing an Environmental Assessment to evaluate the short and long-term needs of 5600 South (State Route [SR] 97) from 3500 West (SR-108) to the Hill AFB North Gate, and the Interstate 15 (I-15) interchange. UDOT advises all interested persons or groups that an official Public Hearing (on-line and open house formats) will be held for this project. The purpose of the project is to reduce congestion and improve safety. The Environmental Assessment (EA) has been prepared for this project which defines the scope of the project, potential for environmental impact, and mitigation measures which might reduce adverse environmental impacts.

The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being or have been carried out by UDOT pursuant to 23 USC 327 and a Memorandum of Understanding dated January 17, 2017, and executed by FHWA and UDOT. The purpose of this public notice is to offer an opportunity for public comment, Further, as part of this notice and pursuant to Section 6009 of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A legacy for Users (SAFETEA-LU) and the associated FHWA guidance dated Dec. 13, 2005, that a Section 4(f) greater than de minimis impact finding is appropriate for 28 architectural properties affected by the subject project. The proposed project will be processed as an individual evaluation under Section 4(f) and is considered an adverse effect under Section 106 of the National Historic Preservation Act of 1966, as amended (54 U.S.C. § 300101 et seq.).

The proposed project includes widening 5600 South from 3500 West to Freeway Park Drive and associated improvements as well as reconfiguring the I-15 interchange into a single-point urban interchange (SPUI), which includes a collector-distributor ramp to Riverdale Road and grade-separating Freeway Park Drive over 5600 South.

The public is invited to attend a Public Meeting/Public Hearing in one of two formats and to comment on the findings in the EA, as well as UDOT’s Preferred Alternative.

An official Public Open House/Public Hearing will be held at Roy Elementary School, 2888 W 5600 S, Roy, on July 8 from 5 p.m. to 8 p.m.

To ensure safe distancing practices in light of the COVID-19 pandemic UDOT will limit the number of total attendees at the hearing to 50 people at one time. UDOT requests attendees sign up to attend by emailing the project team at to select a time of either 5:00 p.m., 5:45 p.m., 6:30 p.m. or 7:15 p.m. The public may attend the hearing without an appointment, however, non-scheduled attendees will only be allowed in the facility on a first come, first serve basis, as capacity permits. A microphone will be provided for public comment and a court reporter will be available to record verbal comment.

The EA will be available for a thirty (30) day public comment period from June 23 to July 23, 2020. It is available to view at the following locations.
